This section provides information on the definition of different types of claims and any restrictions or allowance of claims as well as claim registration processes.

6.1 Overview of Claims

6.1.1 Types & Definitions

Nutrient content claim
A nutrition claim that describes the level of a nutrient contained in a food. It can be applied for energy, fat, protein, vitamins, minerals, and dietary fiber. 

Nutrient comparative claim
A claim that compares the nutrient levels and/or energy value of two or more foods. (Examples: “reduced”; “less than”; “fewer”; “increased”; “more than”.) It can be applied for energy, fat, protein, vitamins, minerals, and dietary fiber.  

Nutrient function claims
A nutrition claim that describes the physiological role of the nutrient in growth, development, and normal functions of the body. It can be applied for protein, fat, dietary fiber, vitamins, and minerals.  

Health claims
Health claim means any representation that states, suggests, or implies that a relationship exists between a food or a constituent of that food and health. 

6.1.2 List of Prohibited Claims

1) Infant Formula, 2) Follow-up Formula [1]

All claims including nutrition and health claims are prohibited.

3) Young Child Formula [2]

Reduced risk of disease claims are prohibited.

6.2 Nutritional Claims

6.2.1 Permitted Claims

1) Infant Formula, 2) Follow-up Formula [1]

Nutrition claims are prohibited.

3) Young Child Formula [1]

  • Nutrient content claims
  • Nutrient comparative claims
  • Nutrient function claims
  • No sugar added
  • No salt added
  • Lactose claim
  • Microorganisms (e.g. probiotics). The claim will be a case-by-case evaluation.

Please note the claims need to be in the local language.

6.3.1 Permitted Claims

New health claims could be submitted to BPOM/NADFC for approval. No cost; the timeline is 85 working days. Required documents:

    1. Other country's regulation
    2. Manufacturing process
    3. Amount of compound per day
    4. History of use as food
    5. Specification of product
    6. Name of compound
    7. Purpose of addition
    8. Claim and other country regulation
    9. Other methods and results of analysis of the nutrient, and other compounds in the end-product
    10. Safety assessment
    11. Ingredient product
    12. Label
    13. Scientific reference
    14. Specific safety and characteristics of microorganisms when applied

  • total fat 18g
  • saturated fat 6g
  • cholesterol 60mg
  • sodium 300mg
