Overview of Relevant Regulatory Standards
Food contact materials in Malaysia should comply with the standards requirements in the Food Regulations 1985 [1]. This regulation applies to all food categories including alcoholic beverages and there is no other specific regulation or guideline available for food contact materials specifically for alcoholic beverages.
Part VI in the Food Regulations 1985 [1] defines specific requirements per type of food contact materials from Regulation 27 to Regulation 35.
Regulatory Requirements on Food Contact Materials (Including Coatings and Materials)
1. General Requirements
The requirements of food contact materials are specified under [Part VI Packages for Food] in the Food Regulation 1985 [1].
Regulation 27 - Use of harmful packages prohibited applies to all types of food contact packaging:

Based on a verbal discussion with the Authority, since there is no specific guideline for alcoholic beverages in Malaysia, manufacturers should follow the standards of their country of origin or relevant international standards, as appropriate, and must ensure the safety of the packaging materials used.
2. Specific Requirements per Type of Food Contact Materials
In particular for alcoholic drinks, during a verbal discussion with the authority, the officer informed that the usage of polyvinyl chloride containers is prohibited for alcoholic beverages. Moreover, there is no guideline for coating materials.
This authority interpretation is stricter than the [Regulation 29 and 30] for General Foods:

Other than materials stipulated in the Regulation [1] such as glass, caps, and stoppers, these materials can be used as long as the manufacturer ensures its safety usage and shall take responsibility upon post-market surveillance.
Note that there is no official reference/guideline issued by the Authority on the above requirements, but this is the information that the Authority provided while verbally contacting them.
