Overview of Relevant Regulatory Standards

The Act Governing Food and Safety Sanitation [1] governs food sanitation, safety, and quality. It aims to protect the health of citizens. Several texts are related to this Act including:

  • Regulations on the Labeling of Food Utensils, Food Containers, or Packaging [3]

Regulatory Requirements on Food Contact Materials (Including Coatings and Materials)

1. General Requirements

Food contact materials should comply with Articles 16, 17, and 26 of the Act Governing Food Safety and Sanitation [1]. Article 26 defines labeling rules for food contact packaging. For the finished food product, please refer to the relevant product guidebooks.

There are several rules and standards developed based on the general principles set in the Act Governing Food and Safety Sanitation. These include:

  • Sanitation Standard for Food Utensils, Containers and Packages [2] 
  • Regulations on the Labeling of Food Utensils, Food Containers, or Packaging [3]

2. Specific Requirements per Type of Food Contact Materials

Appendix 1 Table 1 of the General Requirements of Sanitation Standard for Food Utensils, Containers, and Packages [2] provides the general safety requirements as well as test methods and migration limits for certain heavy metals and toxic substances for different types of food packaging materials.
