1.  Is a health certificate or certificate of free sale required by authorities for the import of yeasts?

Health certificate for imported food shipments is regulated under the instruction of JFDA published in the official gazette in 2022 [1] which is based on JFDA decree no.41/2008, clause 7/K [2]:

Article 4

Taking into account what is stated in Clause (9) of the Instructions, the health certificate is considered one of the mandatory health documents that should accompany the food shipment and it is not subject to clearance until the certificate is issued.

Thus, a certificate is required for any food imported in Jordan, including yeasts. 

2. If yes, whose responsibility is it to provide the health certificate/certificate of free sale?

Clause no.5 of the Instruction clarifies that the original health certificate or a certified copy (paper certificate) shall be issued from the surveillance authorities in the country of origin or country of export:

Article 5

The original health certificate or a certified copy (paper certificate) shall be issued from the surveillance authorities in the country of origin or country of export. If the certificate is not in Arabic or English language a certified translation must be provided. It includes the following basic data:

  1. Serial number of the certificate and date of issuance.
  2. Name of the official surveillance authority that issues the certificate and its official stamp.
  3. Country of origin.
  4. Country of destination.
  5. Name of the exporter and his address
  6. Name of the importer and his address.
  7. Description of the product and its quantity.
  8. Way of transport.
  9. Lot number.
  10. Undertaken statement that the product is fit for human consumption.

3. If yes, do these certificates need to be validated/issued by the authority of the country of origin of the products or can the manufacturer write the certificate himself?

As mentioned above, the health certificate shall be issued by the surveillance authorities in the country of origin.

In case, the health certificate is not available or missing any of the above-mentioned information, clause no.9 shall apply:

Article 9

If the health certificate is not available with a food shipment, then a comprehensive sampling will be conducted on the shipment which may include lab testing, and in case the result is compliant with regulation, the shipment will be released on an exceptional basis. But if the same case is repeated with the same importer more than once a year, then the shipment will be forwarded to the high-risk track which means it will not be released unless a health certificate is obtained.

Conclusion
    1. In Jordan, a health certificate is mandatory for all food shipments. 
    2. The exporter is responsible for providing the health certificate for the food shipment.
    3. The health certificate shall be issued by a surveillance authority.
