1. Regulatory Overview of Analytical Methods Prescribed in the Country’s Regulation for the Determination of Dietary Fiber Content

According to Section 9 of the Republic Act No. 10611 [1] and Rule 9a.3 Joint DA-DOH Administrative Order No. 2015-0007 [2], the Department of Agriculture (DA) and Department of Health (DOH) shall endeavor to harmonize national standards with international and regional standards.

The Philippines Bureau of Agriculture and Fisheries Standards (BAFS) has published a National Standard of General Methods of Analysis for Contaminants in Food and Feed — Guidelines (PNS/BAFS 351:2022) [3]. This national standard is an adoption and consolidation of the methods of analysis for contaminants in primary and postharvest food and feed ingredients from CODEX standards, including CXS 234-1999 on the recommended methods of analysis and sampling [4], with reference to AOAC methods.

Specific to nutrient content such as dietary fiber, the Food and Drugs Administration of the Philippines (FDA) has not published any circular or memorandum to promulgate recommended test methods for fiber content. 

In view of the above, manufacturers may refer to CXS 234-1999 on the recommended methods of analysis for dietary fiber.

2. Applicable Analytical Method for Resistant Dextrin

Following verbal discussion with the Authority and given there are currently no FDA regulations or guidelines prescribing the analytical method to determine dietary fiber content, including for resistant dextrin, a test result based on a validated method that is conducted by ISO 17025-accredited laboratory or those accredited by Philippine FDA can be accepted.

Conclusion
    • In the Philippines, the Authorities have yet to define specific recommended analytical methods for dietary fiber content in food. Based on the provisions in Republic Act No. 10611 and Joint DA-DOH Administrative Order No. 2015-0007, manufacturers may refer to the methods listed in CXS 234-1999 for the analysis of dietary fiber content.
    • Considering there is no specific analytical method for resistant dextrin, it is recommended to determine the dietary fiber content based on a validated method that is conducted by ISO 17025 accredited laboratories or those accredited by the Philippine FDA.
