1. Overview of the Current Packaging Legislation

Uzbekistan is not yet operating a system of extended producer responsibility for packaging although this is planned for late 2026.

The existing food contact packaging legislation sets out safety requirements for all packaging intended for contact with food [1]. It also contains requirements for labeling of food contact packaging and its chemical safety. 

All packaging made for food contact must have the following marking:

Example of a PET packaging:

Chemical safety requirements for food contact packaging are set out in Annex 1 to Decree No. PP-171 of 31 May 2023 [2] and regulate the migration limits of harmful substances for each food packaging material.

For example, for polyethylene, the following substances are controlled:

  1. Formaldehyde
  2. Acetaldehyde
  3. Ethyl acetate
  4. Hexane
  5. Heptane
  6. Hexene
  7. Hepten
  8. Acetone

Conclusion
  1. In Uzbekistan, food contact packaging legislation currently mainly regulates food contact safety aspects. 
  2. Although there is no operational EPR system at the moment, the introduction of such a system is planned for 2026.
