6. Registration Processes

This section provides information on any product notification or registration and manufacturing site registration processes.

6.1 Product Notification

Certain foods must undergo a conformity assessment with applicable Technical Regulations. If, for any type of food, a Technical Regulation has been adopted, such type of food must undergo a conformity assessment (see Section 6.2 below for details). The importer or manufacturer must provide documentation demonstrating that the product in each shipment item conforms to Uzbek standards.

6.2 Product Registration

Food products are subject to state registration. State registration of all food products, both imported and produced locally is performed by the State Sanitary Authorities, on a case-by-case basis. [1]

Certain food products are subject to mandatory certification [1,2]. In order to determine whether a particular product is subject to mandatory certification, it is necessary to identify its customs tariff code as well as the product name and check if it is on the List of goods requiring certification [2]. 

The certification procedure is to be performed in two stages [3]:

  1. The issue of a sanitary report (“conclusion”) by a sanitary body accredited by the State Standardization Agency “Uzstandart”.
  2. The issue of the actual certificate of conformity by a certification body. 

The first step for the certification applicant is to contact a territorial sanitary body to obtain a sanitary report and then – to contact an accredited certification body that is to issue the conformity certificate. As of 2017, importers and manufacturers of products subject to compulsory certification, are able to use a foreign declaration of conformity in order to fulfill certification requirements when needed. 

The detailed procedure is set out by Decree No. 318 of 6 July 2004 on Additional Measures Aimed at Simplifying Product Certification Procedure. [3]

6.4 Manufacturing Site Registration

Any equipment used for food production must undergo a conformity assessment procedure and a state registration. State registration of such equipment, both imported and manufactured locally is performed by the State Sanitary Authorities, on a case-by-case basis [1]. The local sanitary authorities must be contacted directly.

6.4.1 Standard/Rules for Manufacturing Site

This depends on the product being manufactured.
