This section provides information on the definition of different types of claims and any restrictions or allowance of claims as well as claim registration processes.
5.1 Overview of Claims
General Foods
According to “Food Safety Law of the People’s Republic of China” [1], General Food labels/instructions shall not contain false content and shall not mention or imply that the product has an effect on disease prevention and treatment.
According to GB 7718-2011 National Food Safety Standard - Labeling of Prepackaged Foods [2], General Food should not be marked or imply that it has the effect of preventing or treating diseases, and non-health food should not express or imply that it affects health.
According to GB 28050-2011 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [3], General Food can only make a nutrition claim, nutrition content claim, nutrition comparative claim, and nutrition function claim if they meet the specific conditions laid down in GB 28050-2011 National food safety standard - Standard for Nutrition Labeling of Prepackaged Foods [3].
On March 16, 2025, the NHC released the GB 7718-2025 Food Safety National Standard - Pre-packaged Food Labeling General Rules [4] and GB 28050-2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5], which will be in force from March 16, 2027. On March 14, 2025, the SAMR released the “Measures for supervision and administration of food labeling” [6], which also will be enforced from March 16, 2027. Both regulations have a transition period of two years.
5.1.1 Types & Definitions
General Foods
According to GB 28050-2011 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [3], the definitions of nutrition claim, nutrition content claim, nutrition comparative claim, and nutrition function claim are:
Nutrition claim
Nutrition claim refers to a description and declaration of the nutritional properties of a food, such as the declaration of energy value and content claim of protein. Nutrition claim includes content claim and comparative claims.
Nutrition Content claim
Content claim means a claim that describes the energy or the nutrient content level in a food. The wording for nutrient content claim includes "contains", "high", "low" or "no", etc.
Nutrition Comparative claim
Comparative claim means a claim that compares the energy value or the content level of a nutrient in a food with other foods of the same type known by consumers. The wording includes "add", "reduce", etc.
Nutrient Function claim
A claim that describes the role of a nutrient component in normal growth, development, and normal physiological function of the body.
According to GB 28050-2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5], the definitions of nutrition claim, nutrition content claim, nutrition comparative claim, and nutrition function claim are:
Nutrition claim
Nutrition claim refers to a description and explanation of the nutritional characteristics of food, nutritional claims include content claims and comparison claims.
Nutrition Content claim
Content claim means a claim that describes and explains the content levels of energy or nutrients in food. The terms used for content claims include "contain", "source", "high", "rich", "low", "no", "not contain", "lean", etc.
Nutrition Comparative claim
Comparative claim means a claim that describes and explains the changes in the energy or nutrient content levels of food compared with similar foods. Comparative claim terms include "increase" or "decrease", etc.
Nutrient Function claim
A claim that describes and explains the role of a certain nutrient in maintaining normal growth, development, and physiological functions of the human body.
5.1.2 List of Prohibited Claims
General Foods
The functional claims authorized for health foods are prohibited for use for General Food.
Below are the 24 functional claims of health food according to the “List of Allowable Health Food Claims for Health Functions Non-Nutrient Supplements (2023 edition)” (please refer to Attachment 12 - List of Allowable Health Food Claims for Health Functions [7]):

Category
Alcoholic drinks
Alcoholic beverages (except the health food-medicinal liquor that could have a health food functional claim) are not authorized to claim health benefits in China. Furthermore, according to GB 2757-2012 National Standard for Food Safety Distilled Liquor and its integrated liquor [8] and GB 2758-2012 National Standard for Food Safety Fermented Wine and its integrated wine [9], the product shall include on the label "excessive drinking is harmful to health".

5.2 Nutritional Claims
According to GB 28050-2011 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [3], nutritional claims include nutrition claims, nutrition content claims, and nutrition comparative claims.
According to GB 28050-2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5], nutritional claims include nutrition claims, nutrition content claims, nutrition comparative claims, and nutrition function claims. (please refer to Attachment 13-GB 28050-2025 Nutrition Claims Requirements for General Food) which will be enforced from March 16, 2027. Both regulations have a transition period of two years.
Also, according to GB 28050 -2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5], prepackaged foods should indicate a healthy and nutrition warning beneath the nutrition information table as: "Children and adolescents should avoid excessive intake of salt, oil, and sugar."
5.2.1 Permitted Claims
General Foods
According to GB 28050 - 2011 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [3], the regulatory requirements on nutrition claims, nutrition content claims, and nutrition comparative claims are listed in the following tables:

Category
Alcoholic drinks
For alcoholic drinks, it is not permitted to add nutrient fortifiers. However, for the core nutrients, such as energy, protein, fat, carbohydrate, and sodium, if the nutrients meet the nutrition claim condition, the nutrition claim is authorized as per Section 5.2.1 - Permitted Claims - "General Foods" above. However, in this case, the nutrient content needs to be indicated on the label.
Also, according to GB 28050-2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5], the core nutrients are: energy, protein, fat, saturated fat (or saturated fatty acid), carbohydrate, sugar, and sodium. If the nutrients meet the nutrition claim condition, the nutrition claim is authorized as per [General food]. However, in this case, the nutrient content needs to be indicated on the label.
Alcoholic beverages with an alcohol content of more than 0.5 %vol are exempted from mandatory labeling of nutrition labels. However, if nutrition labels are indicated, should be implemented as prescribed in GB 28050-2025 National Food Safety Standard - Standard for Nutrition Labeling of Prepackaged Foods [5].
