    This section provides an overview of the Authorities involved in setting regulations and managing compliance with the food product in scope.


    BPOM/Badan Pengawas Obat dan Makanan [1,2,3,4] 
    Indonesian Food and Drug Authority/Indonesian FDA (English) 

    BPOM oversees national policies, standardizations, regulations, and Indonesian product classification for food and beverages, including alcoholic beverages that are produced, imported, distributed, and/or sold in Indonesia.  

    Key functions of BPOM regarding alcoholic beverages:

    • Creating and updating the safety and quality standards of alcoholic beverages.
    • Implementation of the standard and regulation along with supervision afterward.
    • Laboratory testing of product.
    • Inspecting building, manufacturing, and distribution facilities, as well as product sampling.
    • Issuing certificates for product registration.

    The Ministry of Trade (MoT), Republic of Indonesia (English)

    The Ministry of Trade (MoT) oversees national policies and regulations related to all trade goods. In regard to the regulation of alcoholic beverages, MoT specifically focuses on controlling and supervising the production, import, distribution, and/or sale of alcoholic beverages in Indonesia.  

    Key functions of MoT regarding alcoholic beverages: 

    • Creating and updating the regulation on controlling and supervising the sale of alcoholic beverages.
    • Classification of alcoholic beverages.
    • Implementation of the category and regulation along with supervision afterward.
    • Issuing approval of import for alcoholic beverages.

    The Ministry of Finance (MoF) oversees national policies and regulations related to tax and duty for all trade goods. In regard to the regulation of alcoholic beverages, MoF specifically focuses on setting the tax/duty tariff of alcoholic beverages in Indonesia.

    The Ministry of Industry (MoI) oversees national policies and regulations related to operational permission for all industries in Indonesia. In regard to the regulation of alcoholic beverages, MoI specifically focuses on approval permits for alcoholic beverage industries that are operating and located in Indonesia.

    In addition to regulations issued by the Central Government (Ministries), some local or provincial governments may issue their own specific regulations for alcoholic beverages. These regulations can include factors such as licensing and limitations on the manufacture, distribution, and sale of different types of alcoholic beverages. There may also be aspects related to labeling and product classification depending on the alcohol content, which might be similar to those regulated by the Central Government. Examples of local regulations can be found in Jakarta [21], Banyuwangi [22], Blora [23], Banjar [24], Sragen [25], and Sukoharjo [26]. It is suggested to choose the district of interest to explore each local regulation in more detail.

    Note
    In general, the above local regulations aim to enhance the supervision of sales and distribution of alcoholic beverages. These are expected to align with the central government regulations issued by authorities at the Ministries level.
