This section provides an overview of the Authorities involved in setting regulations and in managing compliance with the food product in scope.
French government [1]
Several ministries of the French government are responsible for drawing up proposals for new French legislation, and implementing EU legislation in French legislation, among them:
- regarding food: the Ministry of the Agriculture, the Ministry of the Economy and the Ministry of Solidarity and Health;
- regarding waste reduction: the Ministry of Ecological Transition.
The Directorate General for Food (DGAL) [2]
The Directorate General for Food (DGAL) is the official authority in charge of the safety and quality of food at all levels of the food chain, as well as the health and protection of animals and plants. It implements, with the services of the Minister of the Agriculture, the Minister of the Economy and the Minister of Solidarity and Health, the policy on the control of the quality and safety of agricultural and food products. With a reform, starting on 1st January 2024, its responsibilities have been extended to ensure the food safety of all the food chain (production to distribution), covering authority control (such as pesticides, contaminants) and food recall and alerts. For food recall, business operators enter the product recall information directly on the Rappelconso website, it is then validated by the Authority before public publication.
General Directorate for Competition Policy, Consumer Affairs and Fraud Control (DGCCRF) [3]
The DGCCRF is the official authority in charge of controls on the quality and fairness of food products with regard to consumers and professionals, compliance with rules on labelling description of foods and goods, control against misleading practices on origin, quality, and claims. It also responsible for inspections of packaging in contact with food. It publishes guidance for professionals, including on labelling of food.

The Douane is the official authority in charge of border control.
