This section provides information on the importation process (shipment, customs, licenses required, and test requirements).
7.1 Shipment Declaration

Those who introduce goods to Mexico, assigning them to a customs regime, are obliged to transmit, through the customs electronic system, in an electronic document to the customs authorities, a request with information regarding the aforementioned goods, in the terms and conditions that establish the Tax Administration Service (SAT) through rules, using the advanced electronic signature or the digital seal and, they must provide a printout of the request with the corresponding information, which will have the barcode printed.
Customs agents and those who introduce the merchandise to Mexico to assign them to a customs regime, are obliged to transmit in an electronic or digital document as annexes to the petition, except as provided in the applicable provisions, the information described below, which must contain the acknowledgment generated by the electronic customs system, according to which the following will be considered, transmitted and presented:
- Commercial invoice
- Bill of lading, packing list, guide, or other transport documents.
- Compliance certificates, when applicable, with the regulations and non-tariff restrictions on imports.
- The one that determines the provenance and origin of the merchandise for the purposes of applying tariff preferences, compensatory quotas, quotas, marking of the country of origin and other measures established for this purpose, in accordance with the applicable provisions.
- Customs guarantee, when the declared value is less than the estimated price established by the Ministry of Finance and Public Credit (Secretaría de Hacienda y Crédito Público, SHCP).
7.2 Customs Procedure

- Make sure you are registered in the Federal Taxpayer Registry (Registro Federal de Contribuyentes, RFC).
- Obtain an advanced e-signature.
- Contract the services of a Customs Agent or Representative.
- Register in the list of importers.
- Assign the import process to the Customs Agent through the SAT portal.
- Comply with the payment of the applicable taxes and use, as well as the expenses of storage, loading, unloading, and transportation of the merchandise.
- Comply with the non-tariff regulations and restrictions to which, where appropriate, the merchandise is subject (Official Mexican Standards, Notifications, Permits, etc.).
- Present the corresponding transport documentation, i.e.:
(a) Maritime transport: The applicable document is the bill of lading (B/L),
(b) Air transport: The applicable document is the air waybill (AWB),
(c) Land transport: The applicable document is the consignment note.
(d) Rail transport: The applicable document is the bill of lading.
It is recommended that in addition to the transport document, insurance is taken out in order to compensate the insured for any loss or damage that the merchandise may suffer.
7.3 Manufacturing License

For foreign companies: N/A.
For importers: Make sure that importer is registered in the RFC, has an advanced e-signature, and is registered in the list of importers.
7.4 Test for Importation

Check the requirements for the importation of animal origin derived goods in accordance with the country of origin and provenance, see the example attached: Zoosanitary Requirements Sheet (Hoja de Requisitos Zoosanitarios, HRZ) on bovine-derived milk products for human consumption (Productos lácteos de origen bovino para consumo humano).
Besides the above, products must comply with the applicable testing parameters cited at section 7.6 of NOM-131-SSA1-2012, i.e.:
Microbiology
- Enterobacter sakazakii (specie of Cronobacter)*: n = 30, c = 0, m = 0 CFU/10g, M = N/A
- Salmonella spp.: n = 60, c = 0, m = 0 CFU/25g, M = N/A
- Mesophilic aerobic bacteria**: n = 5, c = 2, m = 500 CFU/g, M = 5000 CFU/g
- Enterobacteriaceae: n = 10, c = 2, m = 0 CFU/10g, M = N/A
Heavy metals
- Arsenic (As) 0,10 mg/kg max.
- Mercury (Hg) 0,05 mg/kg max.
- Lead (Pb) 0,02 mg/kg max.
No foreign material.
