9.1 Regulatory Overview
Food Packaging in Indonesia shall fulfil Regulation No. HK.03.1.23.07.11.6664, 2011, under the purview of the National Agency of Drug and Food Control (NADFC) of the Republic of Indonesia.
Article 10 of Regulation HK.03.1.23.07.11.6664 [1] stipulates the following:
(1) Food Packaging made of Recycled Plastic can be used only after undergoing a recycling process and checked by qualified control systems in order to ensure that the recycled plastic meets the provision of this Regulation. (2) In addition to meeting the provisions set forth in clause (1), the plastic material recycling process must be authorized in accordance with the legislation.
Although the Regulation doesn’t make reference to any specific procedure for authorization of the recycling processes, it may be assumed that the application for authorization should be addressed to NAFDC. As the Regulation does not clarify whether the authorization applies only to recycling processes that operate in Indonesia, or also to FCMs imported in Indonesia, it may be advisable to apply NAFDC in both cases.
Unilever Indonesia pioneered with the German Institute Fraunhofer the process known as CREASOLV ® [2]. The process consists in a dissolution-based technology targeting mixed PO’s, the process is not for the moment conceived for the production of food contact POs, but possible multiple dissolution steps may result in quite high grade of purity of the final product. The process utilizes a special mixture of solvents, considered confidential and not disclosed. A plant that treats about 1000 ton of plastic waste is in operation since 2018.
