7. Importation Requirements

This section provides information on the importation process (shipment, customs, licenses required, and test requirements).
7.1 Shipment Declaration
Yes, a shipment declaration is required. Please refer to Section 7.2 - Customs Procedure - below.
7.2 Customs Procedure
Process flow of import clearance in WeBoc: https://www.weboc.gov.pk [3]
In Step 1: The import customs clearance process starts with submitting an import goods declaration (GD) in the WeBoc system.
In Step 2: After Submitting, GD will be assigned to the cashier for payment of customs duty. If a trader appoints any clearing agent, they will calculate customs duty and inform the trader to get the payment order prepared from the bank.
In Step 3: Now the system will send GD according to the trader`s categorized channel (Green, Yellow, Red). If the importer is a new or importing consignment for the first time, this cargo must be passed through the red channel so GD will be sent to the Examiner in order to Examine your imported goods.
In Step 4: After the examination of goods, GD will be sent to the appraiser to check the value of the consignment, HS code, and duty. If the value of your cargo is OK, they will allow the cargo; otherwise, the appraiser will increase the value, and again assign GD to the cashier for payment of an extra amount of duty and taxes which dues, due to increases of consignment value.
Final Step: Finally after payment of extra charges, GD will be sent to Gate Out Staff where you are allowed to take your cargo from the port area.

7.3 Manufacturing License
A manufacturing licence is not required for importation.
7.4 Test for Importation
There are no specific tests mandated by the Authority for importation. However, those safety test parameters as set for the specific product category need to be observed.
Pre-shipment Inspection Report (PSI) [4], Certificate of Conformity & Lab test report shall be issued by an accredited body from the country of origin (for exemption of Lab testing of Solar & its related products in Pakistan).
Note: The process of Import Custom Clearance is smoothened if the Authorities of the country of origin have already inspected the food item destined for export and have certified their quality and safety and given the “go ahead” for export.
7.5 Other Notes or Requirements for Importation
SRO-237 of the Ministry of Commerce [5] makes the following labeling conditions mandatory for importing food commodities:
- To be Halal Certified and have a mention of Halal Logo on the label.
- Nutritional Information to be present also in Urdu.
- 66% of the shelf life should remain at the time of import.
- Use of stickers for Nutritional Information and Halal logo is not allowed.
