7. Importation Requirements

This section provides information on the importation process (shipment, customs, licenses required, and test requirements). 

7.1 Shipment Declaration

Category

In terms of import permits, BICON can be searched for generic terms such as ‘cakes’ and ‘biscuits. This presents the Case “Cooked items (biscuits, breads, pastries, cakes), mooncakes, egg waffles and uncooked cheesecakes” [1] as shown in Figure 1 below.

This shows that for cakes, biscuits, bread, and pastries that are fully cooked an Import Permit is not required. 

The same Case covers cheesecakes. When the questions are answered for these (both cooked and uncooked), an Import Permit would be required [2].

The same Case also requires an Import Permit if products contain 10% (or greater) uncooked dairy or 10% (or greater) uncooked egg. Since there are many possible outcomes based on the answers, the need for an Import Permit needs to be assessed on a case-by-case basis.
