7. Importation Requirements

This section provides information on the importation process (shipment, customs, licenses required, and test requirements).
7.1 Shipment Declaration
General Feed
Products intended for animal feed already registered or registered in MAPA's animal feed area are exempt from prior authorization before shipment. However, for commercial imports, the Import Licence must be obtained electronically through the Integrated Foreign Trade System (SICOMEX). SISCOMEX is the Brazilian system for importing products, and MAPA is responsible for its approval. Here are the instructions [1,2]:
- In the "PRODUCT SPECIFICATION" field of the LI in SISCOMEX, the importer or legal representative must inform:
- The origin and provenance
- Name of the product
- The registration number of the imported product (when applicable)
- The notification number (cadastro) in case of product exemption from registration or when the product is exempt from registration under specific legislation (when applicable)
- For ingredient or raw material of animal origin or products containing it, specify the animal species from which it was obtained and the type of processing it underwent
- For ingredient or raw material of plant origin or products containing it, specify the ingredient or raw material, the species from which it was obtained and the type of processing it underwent
- For product containing GMOs or derivatives, inform the common name, the scientific name, and, when available, the commercial name and the genetic transformation event of the GMO or, when available, the unique identifier
- In the "COMPLEMENTARY INFORMATION" field of SISCOMEX, the importer must inform:
- The establishment's registration number at MAPA, when it is a legal entity
- The destination address of the commodity
- The name, telephone and electronic address for contact

7.2 Customs Procedure
General Feed
Products destined for animal feed in accordance with the regulations in force will be inspected by Surveillance Units at the points of entry or dispatch, assessing the registration/notification of the product with the Map, registration of the establishment with the Map, and other complementary documentation [1,2].
In accordance with the current rules, products intended for animal feed should be subjected to a sanitary and phytosanitary risk analysis at the point of entry or clearance, as directed by the technical sectors responsible.
The following documents must be presented at the place of clearance of imports of products intended for animal feed:
- Invoice
- Bill of Lading
- International Health Certificate, for products of animal origin, referring to the imported departure, and issued by the Official Veterinary Service of the country of origin, meeting the health requirements established by MAPA
- International Phytosanitary Certificate, for products of vegetable origin, related to the imported departure, according to the phytosanitary risk category issued by the National Organization for Phytosanitary Protection ONPF of the country of origin in compliance with the phytosanitary requirements established by MAPA
- Import License (LI) extract duly authorized by MAPA (when there is LI) and or application for prior authorization issued by MAPA (imports not subject to LI extract)
- Copy of the registration of the importing establishment in MAPA, including for the purposes of releasing the import of grains, seeds, hay and silage intended for animal feed
- Copy of the certificate of registration of the product with MAPA or copy of the Declaration of Imported Product exempt from the obligation to register (every product exempt from registration in Brazil, to be imported and marketed requires a notification (cadastre))

7.3 Manufacturing License
A manufacturing license is not required for importation; only for notification/registration. [1,2]
7.4 Test for Importation
General Feed
Not detailed. However, it is understood that analysis reports ensuring the composition of the products, guarantee levels, purity, and contaminants must be presented. [1,2]
