7. Importation Requirements

This section provides information on the importation process (shipment, customs, licenses required, and test requirements). 

7.1 Shipment Declaration

General Feed

Application for obtaining an import license [1]

The approval of the Directorate of Veterinary and Animal Health is needed in case the product is imported for the first time:

  1. Checking documents by the concerned department (licenses for animal products)
  2. Pay the fee for issuing an import permit
  3. Receipt of the import license
  4. Obtaining a number issued for the license
  5. Registering a cargo declaration (electronic competition) by the shipping agent
  6. Informing the container port of the arrival date of the goods by the shipping agent
  7. Obtaining an electronic marine bill of lading
  8. Organizing and recording the customs declaration electronically 
  9. Clearance of the declaration from customs electronically

7.2 Customs Procedure

General Feed

The shipment declaration process outlined in Section 7.1 above is followed by customs procedure [1]:

  1. Payment of duties and taxes on the customs declaration (feed and feed additives)
  2. Obtaining an electronic delivery authorization
  3. Pay the necessary fees to the container port
  4. Electronically approving the receipt report from customs
  5. Transporting goods from the container port to the customs yard
  6. Stacking the goods before the inspection
  7. Inspection and inspection of goods
  8. Obtaining the approval of the Ministry of Agriculture
  9. Exiting the goods with a pledge to the Ministry of Agriculture
  10. Commodity packaging after inspection
  11. Obtain an exit permit
  12. Receipt of a copy of customs declaration

Product

The product “Feed Premixshould comply with the customs procedures outlined in the “General Feed” Section 7.2 above.

7.3 Manufacturing License

A manufacturing license is not required for importation; it is only required for registration.

7.4 Test for Importation

General Feed

The shipment will be visually, and physically checked by MOA representatives, and in case of any evidence of serious quality issues, it will be rejected. In case of mold growth, the shipment will be rejected, then returned or destroyed and the cost will be borne by the importer.

If the visual/physical check is ok, 2 samples are taken and one is sent to an official lab and tested for required parameters (e.g. yeasts and molds, heavy metals, etc.). In case the result showed non-conformity, the other sample is sent to another lab. If both samples show the same result, then a final decision is made to reject the shipment. However, if there was a discrepancy in the result, a bigger sample is taken by a committee and is sent to the MOA lab or any accredited lab upon request of the importer. If the result showed non-conformity, then the shipment will be rejected and no more tests will be allowed.

The shipment can be redirected to the free zone if the non-conformity is not serious. There, the importer can re-export or remove the non-conformity, if applicable, and request to release it to the Jordanian market. 

If the issue is related to labeling, it can be fixed provided it is not serious [2].

Mandatory Testing Parameters

These are not described in the legislation as testing is done on a case-by-case basis (e.g. if the shipment is suspected to have molds, then molds and maybe aflatoxins are tested; if the shipment is suspected to have pesticides, then pesticide residues are tested, etc.) This usually happens if the authorities do not have full confidence in the source or the documents of the shipment or if there is any sign of defect/spoilage appearing on the feed [2].
