6.4 Manufacturing Site Registration
Category

For products derived from animals (including milk and milk products), the establishments are required to be registered with Malaysia's Department of Veterinary Services (DVS) [1].
The general procedure for importing meat, poultry, milk, and egg products to Malaysia is described in 5 steps below [1].
Step 1: Questionnaire for country risk analysis (if export is from new countries)
In case the exporting country has never exported animal products to Malaysia, the risk disease status analysis should be carried out by the Department of Veterinary Services, Malaysia (DVS) and the veterinary authority of the exporting country. The veterinary authority of the exporting country submits the “Questionnaire on Animal and Public Health Services Information” to the DVS. The outcome of the risk analysis will be notified to the veterinary/competent authority of the exporting country through the Embassy office for further action [1,2].
Step 2: Application for Export of Meat, Poultry, Milk and Egg Products to Malaysia
If the risk analysis on the exporting country’s risk disease status is satisfactory and the risk is low, the establishment which intends to export meat, poultry, milk, and egg products to Malaysia needs to fill up the forms below for adequacy audit (document audit) by Department of Veterinary Services, Malaysia (DVS) and Department of Islamic Development Malaysia (JAKIM) on HALAL. The application forms can be downloaded from the DVS website www.dvs.gov.my under the E-form link.
- Application for Export of Meat, Poultry, Milk, and Egg Products to Malaysia - (DVS)
- HALAL Application form for the processing establishment - (JAKIM)
- Halal application form for livestock/poultry products establishment to be exported to Malaysia – abattoir - (JAKIM)
The outcome of the adequacy audit will be notified to the veterinary/competent authority of the exporting country through the Embassy office for further action.
Step 3: Adequacy audit on compliances with Malaysian Requirements
If the adequacy audit on the information provided in the application forms by DVS and JAKIM is complete and satisfactory according to the Import Protocol and Food Safety System. Any deficiency during and after the outcome of the Adequacy audit, the DVS secretariat will notify the veterinary/competent authority of the exporting country through the Embassy office for further action.
Step 4 Compliance audit (Audit mission @ site inspection)
DVS secretariat will coordinate with the veterinary/competent authority of the exporting country through the Embassy office for the audit mission/compliance audit (site inspection).
The outcome of the compliance audit (audit mission @ site inspection) will be notified to the veterinary/competent authority of the exporting country through the Embassy office for further action.
Importation of meat, poultry, milk, and egg products into Malaysia is allowed only from processing establishments/abattoirs which both DVS and JAKIM approve.
Step 5: Application for import permit by importers in Malaysia
The list of approved abattoir or processing plants will be published on the DVS website and registered in the online e-permit system. Importers in Malaysia who intend to import poultry/ruminant meat and products from the approved abattoir/establishment can apply for an import permit through the online e-permit system. The import permit needs to be obtained by the importers in Malaysia prior to the import and shall be obtained for every consignment [1,3].

6.4.1 Standard/Rules for Manufacturing Site
Category

There are no standards/rules for manufacturing sites. However, the Application for the Export of Meat, Poultry, Milk, and Egg Products to Malaysia does require that the "Manufacturer is approved & monitored by the authorized Veterinary Authority” [4].
In addition, the on-site inspection for verification of practices and examination of documents and records is based on the following [5]:

- Control of Operations such as hygiene control system, incoming material requirements, traceability, recall procedures

6.4.2 Other Notes or Requirements for Manufacturing Site Registration

For overseas animal-origin manufacturers, the approval period for the processing plant is valid for a period of one year. Even if the validity period of an approved establishment is valid for 1 (one) year, it may be extended for an additional 2 (two) more years subject to the reports on the Annual Performance Evaluation. A review audit shall be carried out on the third year of approval before the expiry date. [5]
