Manufacturing site registration is not required for processed food products which must be obtained from establishments regulated by the overseas competent authorities.

Product

Infant Formula, Follow-up, and Young Child Formula [2]

No application for SFA accreditation is required unless it is an infant formula from Malaysian establishments intending to export to Singapore via the Enhanced Regulated Source Program.

6.4.1 Standard/Rules for Manufacturing Site

Category

Special Purpose Foods [1]

For processed food from overseas sources, importers are required to maintain documentary proof that imported products are produced under sanitary conditions in a regulated establishment. The following are some examples of regulated source documents that SFA accepts as documentary proof:

  1. Certificate of HACCP (Hazard Analysis Critical Control Point)
  2. Certificate of GMP (Good Manufacturing Practices)
  3. Health Certificate (issued by competent food or veterinary authority of exporting country or region)
  4. Attestation of export (issued by competent food or veterinary authority of exporting country or region)
  5. Factory license (issued by regulatory authority of the exporting country or region)

Product

1) Infant Formula and Follow-up Formula [1]

For processed food including infant formula and follow-up formula (which falls under the definition of infant formula) from overseas sources including Malaysian establishments, importers are required to submit and maintain documentary proof that imported products are produced under sanitary conditions in a regulated establishment. 

The following are some examples of regulated source documents that SFA accepts as documentary proof:

  1. Certificate of HACCP (Hazard Analysis Critical Control Point)
  2. Certificate of GMP (Good Manufacturing Practices)
  3. Health Certificate (issued by competent food or veterinary authority of exporting country or region)
  4. Attestation of export (issued by competent food or veterinary authority of exporting country or region)
  5. Factory license (issued by the regulatory authority of the exporting country or region)

Submit the regulated source documents via SFA's online feedback form- https://csp.sfa.gov.sg/feedback (please include UEN and license number) or TradeNet- https://www.tradenet.gov.sg/tradenet/login.jsp. Company name and Unique Entity Number should be inputted in the submission. For Malaysian establishments, regulated source documents include MOH Malaysia registration letters and invoices from the manufacturing establishment. This is a one-time submission unless there are changes to sources of supply. Then, retain the original regulated source documents for SFA’s inspection as and when necessary. Malaysian establishments will receive an establishment code (e.g. MYZNNV0001) for each manufacturer upon submission of the documentary proof.
