6. Registration Processes

This section provides information on any product notification or registration and manufacturing site registration processes.
6.1 Product Notification
(A) Ingredient/Raw Material
No product notification. Only product registration is required [1].
(B) General Feed
No product notification. Only product registration is required [1].
(B) Category
The category of “Feed Additive Mixture” should comply with the requirements in Section 6.1 on “General Feed” above.
(B) Product
“Feed Premix” should comply with the requirements in Section 6.1 on “General Feed” above.
6.2 Product Registration
(A) Ingredient/Raw Material
Product registration is not required for the ingredients that are contained in the imported products unless to import the ingredients themselves (e.g. lysine, soybean oil, and lecithin) for circulation or intentionally adding them to the feed which, in this case, according to the regulation, will require registration for each material. The Ministry of Agriculture is the authority that handles this registration following the same registration process as the one outlined under "(B) General Feed" below [2].
Only those ingredients that are imported for subsequent production will need to follow the similar process and provide the necessary documents for registration as listed under "(B) General Feed" below with similar cost and duration for product registration.
(B) General Feed
Product registration is required for Feed material, with the Ministry of Agriculture (MOA) being the authority for approval of registration.
The registration process involves the following steps [2]:
- Applying for registration (application form with required documents)
- Paying the fee (5 JD)
- First review by designated department
- Review of all documents by the registration committee
- The committee will inform the applicant of the decision (may request for more documents)
- In case of approval, the applicant shall pay the registration fee
- The registration certificate shall be issued after payment (45 JD)
- The registration certificate is valid for 5 years and can be renewed if no changes are made to the product
The list of mandatory required documents for product registration [2]:
- Feed trading license (for the applicant)
- License of the feed manufacturing company attested and legalized by the Jordanian embassy in the country of origin
- Free sale certificate from country of origin, attested and legalized by the Jordanian embassy
- Original label of the product, stamped by the company (should conform to Jordanian regulation)
- Certificate of analysis from the company's lab or a specialized lab which will show that the result matches the real composition of the product
- A certificate that shows the feed additive (when applicable) is free from hazardous substances
- List of test methods used to determine the active ingredients
- Stability study (accelerated and/or real) with the test result of the same batch used in the study (if the study can't be performed, a letter from the company should be provided to justify)
- Specification of the finished product
- Technical data sheet of the product which should include: nature of the product, ingredients and additives, composition, physical specifications (e.g. color, structure, size, etc.), storage condition, safety instruction, scientific data for the active ingredients, safety data including GMO details, manufacturing process, size of packs/containers in English or Arabic
- Letter of authorization to the applicant in Jordan (the importer/distributor) from the producing/exporting company
- Copy of the application fee receipt
- Other documents might be requested by the committee
Estimated cost: 5 JD and, in case of approval, a payment of 45 JD is required [2].
Duration: 2 months max [2].
(B) Category
The category of “Feed Additive Mixture” should comply with the product registration requirements under the “General Feed” Section 6.2 above.

“Feed Premix” should comply with the product registration requirements under the “General Feed” Section 6.2 above.
6.3 Other Notes or Requirements
Product Notification
Not applicable.
Product Registration
(A) Ingredient/Raw Material
Only ingredients that are imported for subsequent production will need to comply with the additional notes for registration as explained under "(B) Product" below [1].
(B) Product
1) The product will be deregistered in the following cases [1]:
- If it doesn't meet the hygiene and safety requirements (e.g. If an unpermitted GMO is used).
- If the product was deregistered or withdrawn in the country of origin.
- If the product was banned by any relevant international organization.
2) If the product is registered by one company, and another company wants to register the same product then they should go through the same process (but will take less time since the product has a history in MOA).
6.4 Manufacturing Site Registration
General Feed
There is no registration required for the manufacturing site. The process is called licensing [1].

Not indicated as such but when obtaining a permit to establish feed factories or increase production capacity, the process of building must start within a period not exceeding six months from the date of obtaining the permit and provided that construction is completed within a year and a half from the date of obtaining the permit, otherwise, the permit is void.
The license is granted after completing the construction that meets the required conditions.

The category of “Feed Additive Mixture” should comply with the manufacturing site registration requirements under the “General Feed” Section 6.4 above.
Product
“Feed Premix” should comply with the manufacturing site registration requirements under the “General Feed” Section 6.4 above.
6.4.1 Standard/Rules for Manufacturing Site
General Feed
- When setting up a feed factory, the building must meet general safety and worker safety conditions according to the instruction issued by the concerned authorities.
- In the feed factory, the process of weighing, sifting, grating, mixing, and refilling the raw foul materials must be done automatically and using the devices approved for this purpose.
- Feed additives factories must have the necessary tools and equipment to produce these additives.
- Feed factories shall have appropriate warehouses to store the raw and finished products. [3]

The category of “Feed Additive Mixture” should comply with the standards/rules outlined in the “General Feed” Section 6.4.1 above.
Product
The product “Feed Premix” should comply with the standards/rules outlined in the “General Feed” Section 6.4.1 above.
6.4.2 Other Notes or Requirements for Manufacturing Site Registration
