This section provides information on labeling requirements and the label approval process.
4.1 Mandatory Labeling Parameters
Infant, Follow-up, and Young Child Formula
According to the Official Mexican Standard NOM-051-SCFI/SSA1-2010 [1], the product label must contain:
- Product name
- List of ingredients
- Allergens
- Net weight
- Name and address of the company responsible for the product.
- Country of origin
- Lot identification
- Expiry date
- Special labeling requirements are established in the Official Mexican Standard that regulates the product.
- Instructions for use
- Nutritional information
Complementary nutritional information (warning seals and statements) does not apply.
In addition to the above, the products must comply with the Official Mexican Standard NOM-131-SSA1-2012 [2], section 10.
4.2 Languages
The prepackaged product must bear the mandatory information referred to in this Official Mexican Standard in Spanish, without prejudice to its being expressed in other languages. When the mandatory information is expressed in other languages, it must also appear in Spanish, in accordance with the provisions of this Official Mexican Standard.
In addition to the mandatory labeling requirements, the label may bear other information or graphic representation in another language, as long as the additional information does not mislead the consumer [1][3].
4.3 Mandatory Information on Stickers
As long as they comply with the provisions of the Official Mexican Standards NOM-131-SSA1-2012, and NOM-051-SCFI/SSA1-2010 [1][2][4].
4.4 Product Legal Name
NOM-131-SSA1-2012 on labeling provisions [2].
1) Infant Formula
- Infant Formula (IF): the product must be labeled as “Infant Formula”, or “Fórmula para lactantes” in Spanish. This category corresponds to products intended for Infants from 0 up to 12 months of age.
- Note: if the product is intended for special nutrition needs, the product must be labelled as “Fórmula para lactantes con necesidades especiales de nutrición”.
2) Follow On Formula and Young Child Formula
- Follow on Formula (FOF): the product must be labeled as Follow on Formula, “Fórmula de continuación” in Spanish. This category corresponds to products intended for Infants from 6 up to 36 months of age. Note: if the product is intended for special nutrition needs, the product must be labelled as “Fórmula de continuación para necesidades especiales de nutrición”
- Young child Formula (YCF): the product must be labeled as Follow on Formula, “Fórmula de continuación” in Spanish. This category corresponds to products intended for Infants from 6 up to 36 months of age, so there is no specific category for Young child Formula in Mexico. Note: these products cannot be designated as "Foods and non-alcoholic beverages for infants and young children", "Alimentos y bebidas no alcohólicas para lactantes y niños de corta edad" in Spanish, as this category only covers the following products:
- Non-alcoholic foods and beverages for infants and young children based on cereals either ready-to-eat (by adding milk or formula) or requiring cooking, biscuits, and other bakery products.
- Ready-to-eat or dehydrated non-alcoholic foods and beverages for infants and young children (meat-based products, vegetable porridge, etc.)
