4. Labeling Requirements

This section provides information on labeling requirements and the label approval process.

4.1 Mandatory Labeling Parameters

General Feed

According to Article 29 of Decree Nº 6.296/2007 [1], in addition to other requirements set forth in the specific regulations, labels of products intended for animal feeding must contain the following information in a clear and legible manner:

  1. Product classification
  2. Product name
  3. Commercial brand, if any
  4. Composition
  5. Net content or weight
  6. Guarantee levels
  7. Indications for use
  8. Species for which it is intended
  9. How to use
  10. Care, restrictions, precautions, or grace period, when applicable
  11. The expression: "Product Registered at the Ministry of Agriculture, Livestock and Supply under no ..." (insert registration number)
  12. Company name, full address, CNPJ of the establishment, and telephone number for customer service (in case of imported products, this information will correspond to the imported company and the name and address of the manufacturer abroad shall be also included)
  13. Batch identification (indicate sequential batch numbering)
  14. Date of manufacture (clearly indicate the day, month, and year when the product was manufactured)
  15. Expiry date (clearly state the day, month, and year)
  16. Consumption period, where appropriate
  17. Storage conditions
  18. In the event of outsourced production, the following phrase should appear: "Manufactured by (followed by full identification of the manufacturing establishment), To: (followed by full identification of the contracting establishment)"
  19. In the event of fractionation of the product, this expression should appear: "Manufactured by ... (followed by the complete identification of the manufacturing establishment), Fractionated by ... (followed by the complete identification of the fractioning establishment)"
  20. The official federal inspection and surveillance stamp, the basic elements, format, and dimensions of which shall be laid down in a separate administrative act by the Ministry of Agriculture, Livestock, and Supply

Note: The products exempted from the obligation of registration must contain on the label, tag or packaging, the expression: “PRODUCT EXEMPT FROM REGISTRATION WITH THE MINISTRY OF AGRICULTURE, LIVESTOCK AND SUPPLY”.

Category

The category “Nutritional Additive” should comply with Section 4.1 on “General Feed” above.

Product

“Nutritional Additive (Amino Acids)” should comply with Section 4.1 on “General Feed” above.

4.2 Languages

The packaging of imported products must bear a label with the mandatory information in Portuguese. Other languages may be included on the packaging.

Note: In Brazil, the commercialization of a product destined for animal feed with a label written exclusively in a foreign language is forbidden (according to Article 32 of Decree N° 6.296 [1]). 

4.3 Mandatory Information on Stickers

A sticker containing all the mandatory information in Portuguese can be used. [2]

4.5 Product-specific Labeling Statements

There are no product-specific labeling statements for the overall category of “General Feed”. Refer to the below category and product-specific labeling statements.

4.6 Authority Approval

General Feed 

Yes, the product label is subject to assessment and approval during product registration by the Ministry of Agriculture, Livestock and Supply (MAPA) [1, 3].

  • Cost: There is no extra fee for the label assessment.
  • Timeline: The label approval takes place during the product registration/notification. No extra procedure is required for the label approval.

Category

The category of “Nutritional Additive” should comply with the above requirements in Section 4.6 on authority approval for “General Feed”.

Product

“Nutritional Additive (Amino Acids)” should comply with the above requirements in Section 4.6 on authority approval for “General Feed”. 

4.7 Additional Notes on Labeling

Food and food ingredients intended for human or animal consumption that contain or are produced from genetically modified organisms (GMOs) must specify on their labels the transgenic nature of the product. Products containing more than 1% of the GMO/transgenic material must bear the GMO labeling implemented. This information must be on the main panel of the label by means of one of the following expressions [4]:

  • "Contains (name of ingredient(s)) transgenic(s)"
  • "Product produced from (name of product) transgenic"

In addition, the gene donor species must be next to the list of ingredients of the product.

Symbols: the Ordinance N°. 2658 of 22/12/2003 [5] of the Ministry of Justice defines the symbol which must be on the Main Panel of the label. The area occupied by the transgenic symbol must represent at least 0.4% of the main panel area.
