Definition
Milk is defined as the normal mammary secretion of cows, buffaloes, or goats without either addition thereto or extraction therefrom according to Regulation 93 of the Singapore Food Regulation. [1]
In addition, each product is defined according to the Regulations that apply to each specific product.
2.2 Product & Definition
There are 31 standards under Milk & Milk Products. The relevant standards for milk powder and UHT milk are covered and detailed in this guidebook.
1) Milk Powder [1]
Definition
Regulation 101: Dried milk; Milk powder; Dried whole milk powder; Dried full cream milk; or Full cream milk powder shall be the product resulting from the desiccation of milk.
Regulation 102: Dried half-cream milk shall be the product, in powder or solid form, which remains after the removal from milk or cream of water and part of its fat.
Regulation 103: Skimmed or separated milk or defatted milk powder shall be the product remaining after the removal from milk or cream of its fat, whether or not such substance is condensed, evaporated, concentrated, powdered, dried, or desiccated and whether or not vitaminized, and includes buttermilk.

2) Ultra Heat Treated milk [1]
Definition
Ultra heat treated milk or U.H.T. milk shall be milk that has been subjected to heat treatment by being retained at a temperature of not less than 135°C for a minimum of two seconds and immediately aseptically packed in sterile containers.
Additionally, ultra heat treated milk could fall under reconstituted or recombined milk, flavored milk definitions as follows:
Regulation 98: Reconstituted or recombined milk shall be the product prepared from milk substances combined with water or milk or both water and milk. It shall not contain any added substance other than permitted stabilizers.
Regulation 105: Flavored milk shall be a liquid milk drink made from milk, milk powder, skimmed milk, or skimmed milk powder, with flavoring substances.
