In Thailand, the governance and regulation of alcoholic beverages are managed by several key government authorities. The main authorities involved are as follows:

Office of the Alcohol Control Committee (OACC) (Ministry of Public Health) [1]

  • The Office of the Alcohol Control Committee (OACC) enforces regulations on the control of marketing, advertising, and consumption of alcoholic beverages under the Alcoholic Beverage Control Act B.E. 2551 (2008). 
  • Key Responsibilities: The OACC regulates advertising, promotions, and sponsorships related to alcoholic beverages. It restricts the sale of alcoholic drinks near schools, hospitals, and certain public places. It monitors the labeling of alcoholic beverages to ensure compliance with health warning requirements, such as pictorial health warnings. The OACC also controls the hours and locations where alcoholic beverages can be sold.

Food and Drug Administration (FDA) Thailand (Ministry of Public Health) [2]

  • The Food and Drug Administration (FDA) Thailand oversees the safety and quality of food and beverage products, including alcoholic drinks, among other product categories. 
  • Key Responsibilities: The FDA approves food product registrations and labeling of alcoholic beverages. It ensures the quality and safety of imported alcoholic beverages. It enforces labeling standards and nutritional information, if applicable. It also reviews compliance with ingredient standards and safety limits. 

Department of Customs (Thai Customs) [3] 

  • The Department of Customs regulates the importation and exportation of alcoholic beverages by carrying out activities related to promoting production and exports through tariff measures.
  • Key Responsibilities: Customs inspects, and clears imported alcoholic beverages at customs checkpoints. It collects import duties, taxes, and tariffs on alcoholic beverages. It also verifies import documentation, including product registrations, certificates of analysis (COA), and certificates of content (COC). 

Thai Excise Department (Ministry of Finance) [4]

  • The Thai Excise Department is responsible for regulating and collecting excise taxes on alcoholic beverages, including beer, whisky, and ready-to-drink (RTD) alcoholic drinks, among other taxable goods by administering the Excise Tax Act. 
  • Key Responsibilities: The department sets excise tax rates and monitors tax compliance. It licenses and controls the production, importation, and distribution of alcoholic beverages. It also monitors the movement of products to ensure compliance with taxation rules.
