EU Commission [1] 

The European Commission proposes and enforces legislation, and implements policies and the EU budget. The EU Commission is led by a team or 'College' of Commissioners, 1 from each EU country. It is the EU's politically independent executive arm, alone responsible for drawing up proposals for new European legislation, and for implementing the decisions of the European Parliament and the Council of the EU.

European Food Safety Authority (EFSA) [2]

EFSA serves as an impartial source of scientific advice to risk managers and communicates risks associated with the food chain. EFSA cooperates with interested parties to promote the coherence of EU scientific advice. EFSA provides the scientific basis for laws and regulations to protect European consumers from food-related risks – from farm to fork.

Court of Justice of the European Union (CJEU) [3]

The Court of Justice of the European Union (CJEU) ensures EU law is interpreted and applied the same in every EU country, so judgments and interpretations by the Court of Justice have to be considered binding. 

National competent authorities are responsible for controls and sanctions at the national level.
