The Singapore Customs, a department under the Ministry of Finance, upholds customs and trade laws to facilitate trade including the importation of liquor, and enforces revenue matters.

Singapore Police Force [3] 

The Singapore Police Force is a uniformed organization under the purview of the Ministry of Home Affairs that regulates the supply and consumption of liquor (e.g. issuance of a liquor license to businesses intending to supply liquor for sale, barter, or exchange, among other broad areas of policing work namely frontline policing, counter and e-services, investigation, community engagement and public security and order).
